However, it is the height of our life support system on Earth -no matter what else you believe.
USDA grants are available to pay for building modifications --up to 25% of the cost of the solar system. The K-SEC Model will evolve from a grassroots organization similar to rural electric cooperatives. It is likely you won't have to wait as long where most people who want BI-PV Solar don't buy it. They don't have the time to manage it. K-SEC will monitor, maintain and manage your solar system for fifty years.
This page tells you about the recent discovery in September 2009 of the fraudulent misuse of SOLAR as the title for a database for on-line oil drilling permits and related oil industry tax reporting in Kansas. The word SOLAR is allegedly used as an acronym per the description shown just below this paragraph. It is bad enough that they didn't use SOAR or SOOOT, but why we must ask would they want to and/or ever be allowed to put an oil rig in place of the 'A' of SOLAR? This arrogant market power antagonism and intimidation must be prosecuted. These are not healthy Kansas administrators. This is a crime of fraud against all Kansans, Americans and world citizens.
Although candidates may now get unlimited corporate contributions for campaigns, if the continued tendency from both parties allows multinational conglomerates to put any party or persons above the health and safety of the people of the United States and the world their success will ring hollow as related man-made and natural disasters from bad decisions usurp American & global resources.
In 2005, K-SEC asked for assistance from the Kansas Corporation Commission [KCC] to develop an online database for BI-PV Solar Roofing Potential in Kansas. We want to start with 50,000 SF in each county of Kansas as a database to start installations for K-SEC's Phase I Demonstration of 10,000 SF BI-PV Solar in 105 KS counties by 2012.
Rex Buchanan at the Kansas Geological Survey [KGS] located at the University of Kansas [KU] had the SOLAR logo shown above designed for an on-line database. He claimed to me that the use of the word SOLAR is allegedly an innocent acronym when I called to see if he had gotten K-SEC's e-mail notice to cease and desist his fraudulent misuse of the word SOLAR to issue oil drilling permits via KCC and file tax reporting documents on-line with the Kansas Department of Revenue [KDOR]. Why don't they use existing oil drilling permit forms at the Kansas Corporation Commission [KCC] website?
"The Commission has jurisdiction to regulate the production of oil and gas in the State of Kansas under the provision of Chapter 55 of the Kansas Statutes Annotated and the General Rules and Regulations for the Conservation ofCrude Oil and Natural Gas, K.A.R. 82-3100 et seq. Pursuant to K.S.A. 55-162 the Commission has jurisdiction to institute proceedings to enforce the laws of Kansas and Commission rules, regulations and Orders. Under K.S.A. 55179 the Commission has jurisdiction to determine the person or persons legally responsible for the proper care and control of oil and gas wells, including plugging responsibility for such wells.
K.S.A. 55-179(b) provides that a person who is legally responsible for the proper care and control ofan abandoned well shall include, but is not limited to, one or more of the following: any operator ofa waterflood or other pressure maintenance program deemed to be causing pollution or loss of usable water; the current or last operator ofthe lease upon which such well is located, irrespective of whether such operator plugged or abandoned such well; the original operator who plugged or abandoned such well; and any person who without authorization tampers with or removes surface equipment or downhole equipment from an abandoned well.

K.S.A. 55-150(e) defines "Operator" as a person who is responsible for the physical operation and control of a well, gas gathering system, or underground natural gas storage facility."

Simulated Online Automated Reporting
K-SEC issued an Order in Tacit Procuration to the Kansas Corporation Commission [KCC] with a follow-up letter to Marge Petty in the Public Relations office regarding this fraudulent misrepresentation by KCC, KGS, KU & KDOR.
My unexpected discovery of their use of the word SOLAR in this very misleading way was quite disappointing to me and the person beside me as we visited a Kansas Corporation Commission [KCC] booth at an oil drilling conference at Neosho County Community College. This misuse of SOLAR is not a partisan issue, it is a fraud issue. K-SEC is a non-partisan entity. KCC had a large poster behind their table with the letters SOLAR focused across the middle.
As Founder & President of The K-SEC Model, I suggested they immediately change their acronym to S.O.A.R. [drop the small l in On-line] or S.O.O.O.T. [Simplified On-Line Oil Operations Tracking]. The use of S.O.O.O.T. demonstrates my concern about the power of politically-charged and fraudulent acronyms. We have asked for a history of the development and use of the S.O.L.A.R. acronym by KCC, KGS and KU as a logo for issuing oil drilling permits in Kansas. It was initiated in 2007 during the Kansas civil war regarding the proposed coal plants in Holcomb, KS and the Bremby Decision October 2007 denying permits for the coal plants by the Secretary Bremby at KS Dept of Health & Environment per the US Supreme Court Decision in Massachusetts vs EPA on April 2, 2007. The decision mandated the EPA and related agencies like KDHE regulate green house gases under the Clean Air Act first passed in 1963. Companies now must prove they will not harm human environments or health.

Kansas Corporation Commission [KCC] will regulate under K.S.A. Chapter 17-4651 to 4681 Renewable Cooperatives. This would transfer the world SOLAR to a more appropriate/honest use that will greatly benefit Kansans in the new century and beyond throughout the millennium.
3. A second $250,000 in damages be awarded to cover the costs of K-SEC's pre-Phase I Demonstration goals as shared herein. K-SEC will secure a building for its permanent offices. The structure will have a BI-PV Solar Demonstration installed on the roof to educate the public about BI-PV Solar Architecture as we organize The K-SEC Model. This wil provide the state a valuable use of the word SOLAR. Malicious intent to defraud the public and misrepresent a state's involvement in renewable technology is not protected under 1st Amendment Rights.
